The Los Angeles County Draft Ordinance to Implement the Local Agency Management Program (LAMP) will be posted shortly for public comment.
On April 2, the State Water Resources Control Board (Water Board) made a presentation to Topanga regarding questions concerning the state-mandated Onsite Wastewater Treatment Systems Policy (OWTS Policy) for oversight of septic systems within the unincorporated areas of L.A. County.
In accordance with the OWTS Policy, the Los Angeles County Department of Public Health (DPH) proposed a LAMP that modifies some of the requirements of the OWTS Policy, including allowing DPH to regulate Non-Conventional Onsite Wastewater Treatment Systems and nding the waiver from Waste Discharge Requirements permits to
NOWTS permitted by DPH.
In a letter dated September 2, 2018, Scott Abbott, Manager, Environmental Protection Branch, Environmental Health, L. A. County Department of Public Health (DPH), states that “the ordinance would allow DPH to implement changes that were discussed at that meeting.” The L.A. County Board of Supervisors is scheduled to consider the LAMP Ordinance at a public hearing on September 25.
At press time, Abbott did not have information on where to submit comments but invited residents to send them to him at sabbott@ph.lacounty.gov, and he will provide the information once it is formally published.
